Ram And Jam: High Speed Strategy Or Another SNAFU
Remember the Nevada Secretary of State describing election anomalies as SNAFU’s (Situation Normal All Fouled Up)? In the days leading up to May 23, (the date of required final passage of bills from the second house at the Nevada State Legislature) look for another SNAFU. This one has been going on for decades and is called “Ram and Jam.”
The term "Ram and Jam" is found in Poker and ironically in the Gaming State’s Legislature, where it is a high-pressure tactic aimed at pushing things through quickly and decisively. In both contexts, the concept hinges on an element of surprise, quick action, and an ability to bypass normal procedures. While in poker, it's all about winning a pot, in the legislative world, it’s a tactic used to pass legislation with little scrutiny or debate.
The goal of Legislative “Ram and Jam” is to get a decision made quickly involving bypassing normal legislative procedures like committee hearings, detailed analysis, or extended floor discussions. This tactic is commonly used in the final days before deadlines, to force the passage of controversial legislation before time runs out.
Mason’s Rules, not Robert’s Rules, governs the Nevada State Legislature. Mason’s Rules is published by the left-leaning Legislator’s professional organization, National Conference of State Legislatures (NCSL), which holds conferences to help craft legislation to be introduced as new law by those who attend. Mason’s Rules are seen as more flexible than Robert’s Rules. I was told that in Mason’s Rules, the last rule is… there are no rules.
The way to achieve “Ram and Jam” is by suspending Mason’s Rules. Normal procedures are set aside to expedite the bill. In the Nevada State Legislature, this suspension requires a two-thirds majority vote – 28 in the Assembly and 14 in the Senate. The majority party invokes a suspension of the rules, allowing them to skip procedural steps, forcing action without giving the minority party or more importantly the public time to react.
How the Minority Can Stop a Ram and Jam (This works for stopping a tax or fee increase and upholding the Governor’s veto as well.)
In both poker and the Nevada State Legislature, it’s not just about speed and aggression, it’s also about knowing how to react under pressure using the rules to win. There are some strategies that can stop the "Ram and Jam". In the Nevada Legislature there are 15 Republicans in the Assembly and 8 in the Senate who can vote “no” stopping the two-thirds majority required to suspend the rules. The Republicans can delay the vote through extended debate or procedural motions. The majority can use Mason's Rules to limit debate, however once again it takes a two-thirds majority to limit debate. Motions to table or motions to reconsider can halt the immediate passage of a bill, forcing a delay. The best way is for the public to draw attention to the "Ram and Jam" process and rally constituents to oppose it. Voters through the press and through direct communication to legislators can create compelling political pressure. Understanding the rules isn't just an advantage; it's the key to winning.

There is real excitement building around our campaign to ensure that Voter I.D. in Nevada is implemented at the Secretary of State's office. This is quietly happening through the strong support of those who are eager to have Voter ID in Nevada, Thank you for your continued support on this very important issue that needs a complete solution.
I want to be very clear about how important this race is to ensure Voter I.D. actually happens after 2026. While the people of Nevada voted for Voter I.D. by over 60% in 2024, and may do so again in 2026, the current Secretary of State in Nevada is completely against the idea, 110%. He has publicly rejected President Trump's Executive Order on Voter I.D.and opposed Nevada's Voter I.D. calling it, "a roadblock."
Without the right Secretary of State in Nevada, Voter I.D. will not be implemented after we worked so hard to make it a reality. I have been involved in the election integrity battle for over 20 years as a Nevada Assemblywoman, as a researcher, as a national speaker, as the producer of a documentary, and even as a victim in court. I know the opponents of Voter I.D. and they know I am serious about making sure Voter ID is actually implemented after the 2026 election.
In addition to my own experience, I have a strong group of advisors and professionals who are helping me through this very tough battle that we can win. What will it take? The answer I've been given is $5,000,000 to win the election for Secretary of State in Nevada. Today, my opponent already has $250,000 in his campaign account to stop Voter I.D. in Nevada, and with the national forces aligned behind him, he will have the money to win, unless we work together to defeat him.
