The State Of Nevada Elections

At the close of the 83rd session of the Nevada Legislature June 2, 2025, a dramatic power shift is underway with a wave of new election laws revealing a clear strategy to centralize electoral authority in the hands of Secretary of State at the expense of Nevada’s local election officials, particularly its elected County Clerks. Many of these measures CONTAIN UNFUNDED MANDATES, placing heavy financial burdens on struggling local governments while the state faces a projected $191 million shortfall, according to the Nevada Economic Forum.

SB74 – Electronic Voting Expansion CONTAINS UNFUNDED MANDATE – 7 Senator and 14 Assemblymembers all Republicans voted “no”; died in process. This bill allows prisoners to vote using EASE a system designed for military and overseas voters. The bill contradicts cybersecurity guidance from federal agencies (CISA, EAC, FBI), which warn against electronic ballot returns due to high risk.

SB75 – License Fee Hike via Regulation died without votes being taken. UNCONSTITUTIONAL CONTAINS UNFUNDED MANDATE This bill authorizes the Secretary of State to raise business license fees via regulation, bypassing the state constitution’s requirement for a two-thirds legislative vote for new taxes or fees.

SB100 – Criminalizing Local Election Officials Status: Vote divided along party, all Republicans opposed;  Governor vetoed. This bill centralizes election control with the SOS and grants the SOS authority to penalize local election officials for failing to meet regulations or deadlines. As the Governor said, “SB100 overreaches by imposing unnecessary state-level control…would needlessly undermine the authority of local election officials,”

SB458 – Contains Appropriation included in Executive Budget. All Republicans voted “no”; signed into law. Nevadans paid for a shortfall in the Secretary of State’s budget related to travel, operating and information services expenses of $773,148. Ironically the administration office for businesses in the state was not required to balance its own budget deficit brought on by irresponsible overspending and blatant disregard for taxpayer dollars (that is what businesses and real people actually do).

AB79 – Campaign Fund Usage for personal expenses: Vote divided along party lines, Republicans opposed. Governor vetoed. This bill allows campaign funds to be used for personal expenses like childcare, elder care, and health insurance and gives the SOS new administrative authority over campaign finance violations determining penalties. It also exempts nonprofits from PAC registration, inviting dark money. The Governor states, “the bill significantly expands the enforcement power of the Secretary of State…increases the risk of unequal and arbitrary enforcement,”

AB237 – Replacing Elected Clerks with Appointed Registrars: Vote divided along party lines. Governor vetoed. Allows appointing a Registrar of Voters like Clark and Washoe Counties, transferring election oversight from the elected County Clerk to an unelected bureaucrat. The Governor said, “AB237 is an unnecessary piece of legislation…would intensify existing resource concerns and deprive the people of the opportunity to choose their elections official.”

AB306 14 Assemblymen 8 Senators vote “no”; Governor vetoed This bill mandates drop boxes be available between early voting which ends on the Friday before the election and the day before Election Day. The Governor stated, “…failing to guarantee appropriate oversight of the proposed ballot boxes or the ballots cast.”

AB491 – Two-Day Mandate for Clerks: Passed (3 Republican Senators opposed) CONTAINS UNFUNDED MANDATE; signed into law. This bill forces County Clerks to respond to SOS data requests within two calendar days—including weekends—placing excessive strain on small county offices.

AB496 – Signature, personal information & Daily Reporting: Divided vote along party lines (GOP opposed) CONTAINS UNFUNDED MANDATE; Governor vetoed “transparency” bill requires voters to include personal information and a signature on ballot envelopes—without requiring signature verification and imposes daily reporting to the SOS during early voting. The estimated cost to counties exceeds $500,000. As the Governor stated, “Perhaps the most concerning, the inclusion of voter identification numbers in publicly accessible lists poses a real risk to voter privacy.”

AB499 major compromise” in exchange for voter ID requirements already passed by over 70% of Nevada voters, Assembly 12 “no” votes and Senate 5 “no” votes; Unfunded Mandate approximately $1,370,000 per year to the counties; Governor vetoed. This bill undermines security and voter ID by allowing data to be transferred electronically from the DMV to the County Clerks without authentication of US American Citizenship, without signature verification, without verification of identification, and uses a “voter services portal” through the internet to transmit personal data making it susceptible to many system security vulnerabilities. “My Office proposed language to the bill’s proponents that would have addressed these concerns. Its omission from the final version of the bill makes it untenable for to sign…” said Governor Lombardo about the so-called compromise bill.

AB534 – SOS “slush fund” Bill, Senate 8 “no’s” Assembly 15 “no’s”, CONTAINS UNFUNDED MANDATE: Governor vetoed. A 56-page bill that significantly expands SOS authority and imposes over $2.7 million in annual costs to counties and $42,000 to the state. It creates the Account for  the Voter Access Grant Program funds to the SOS without oversight (this was defeated in Assembly Ways and Means and inserted in this bill). It changes petition requirements, establishes new rules for voting machines, and gives the SOS authority to change the date of the Presidential preference primary. The Governor said, “AB534 centralizes too much election authority in a single office, inherently weakening the role of trusted local officials and community input, and raises election integrity concerns, “

AB597 – Incrementalism on Question 3 open primary, all Republicans in both houses and one Democrat voted no; CONTAINS UNFUNDED MANDATE; Governor Vetoed. AB597 is a legislative clone of Nevada’s “Question 3” ballot initiative open primaries, bypassing Nevada voters, who defeated Question 3 in 2024 by 747,000 or 53%. Political parties are private associations protected by the First Amendment. Primaries are internal party processes—like a church choosing a pastor or a union leadership vote. Forcing parties to open their candidate selection to outsiders violates their constitutional rights. Nonpartisan voter's options are, join a party for the primary and disaffiliate for the general or form new parties. They should not be allowed to hijack organizations they refuse to join. California’s open primary (jungle” primary) has led to general election races between two candidates of the same party, reducing choice, and consolidating power in a single party. “Last fall, Nevada voters decisively rejected the idea of allowing non-affiliated individuals to participate in partisan primaries. It is inappropriate to override their clear and recent decision by attempting to enact such a significant change to our election process only months later,” the Governor wrote in his veto message.

These bills represent more than policy adjustments. The Secretary of State’s agenda is re-engineering election oversight and a deep redefinition of elections in Nevada. The Governor has vetoed this agenda but, he will need help in the SOS office to enforce voter ID and preserve fair and honest elections for Nevadans during the 2027 and 2029 Legislative sessions. That’s why I’m running for Secretary of State in 2026. Help me help the Governor.

I want to be very clear about how important this race is to ensure Voter I.D. actually happens after 2026. While the people of Nevada voted for Voter I.D. by over 60% in 2024, and may do so again in 2026, the current Secretary of State in Nevada is completely against the idea, 110%. He has publicly rejected President Trump's Executive Order on Voter I.D.and opposed  Nevada's Voter I.D. calling it, "a roadblock."

Without the right Secretary of State in Nevada, Voter I.D. will not be implemented after we worked so hard to make it a reality. I have been involved in the election integrity battle for over 20 years as a Nevada Assemblywoman, as a researcher, as a national speaker, as the producer of a documentary, and even as a victim in court. I have firsthand experience against Harry Reid unlike my opponent who served as an apprentice of Harry Reid and the Reid Machine. I know the opponents of Voter I.D. and they know I am serious about making sure Voter ID is actually implemented after the 2026 election.

In addition to my own experience, I have a strong  group of advisors and professionals who are helping me through this very tough battle that we can win. What will it take? The answer I've been given is $5,000,000 to win the election for Secretary of State in Nevada. Today, my opponent already has $250,000 in his campaign account to stop Voter I.D. in Nevada, and with the national forces aligned behind him, he will have the money to win, unless we work together to defeat him.
