Sharron Angle Will Enforce Trump's Election Integrity Executive Order

In March 2025, President Donald Trump signed Executive Order 14248, titled “Preserving and Protecting the Integrity of American Elections.” The executive order is based on the current law in the National Voter Registration Executive Act of 1993 (NVRA) and the Help America Vote Act of 2002 (HAVA).

It requires documentary proof of U.S. citizenship. The NVRA allows registrants to self-attest citizenship under penalty of perjury without submitting documents. Courts have historically blocked this requirement stating it could affect voters lacking documents like passports or certified birth certificates.

The NVRA, often referred to as the “Motor Voter Act,” was designed to both expand voter access and ensure electoral integrity. One of its key provisions—Section 8—requires states to conduct routine list maintenance to remove ineligible voters, such as those who have died, moved, don’t exist or are legally disqualified like non-citizens. The law mandates mailing voters a forwardable notice that they have been flagged as ineligible, followed by a waiting period spanning two consecutive federal elections before removal. The law also bans broad purges within 90 days of a federal election. Like NVRA Section 8 and HAVA Section 303, Trump’s Executive Order 14248 emphasizes voter list maintenance, and requires states to conduct systematic voter roll updates. Bloated voter rolls undermine public trust.

In Nevada after the 2024 election, the state removed over 162,000 registrations and inactivated nearly 38,000 more. Clark County alone had over 135,000 registration cancellations. A lawsuit targeting five counties, cited violations of NVRA due to registrations exceeding 100% of the voting-age population.

The Order revokes President Biden’s 2021 Executive Order 14019, that expanded automatic voter registration through all federal agencies, halting its implementation.

The Executive Order requires data-sharing between federal agencies and state election officials, including access to immigration, Social Security, and death records. HAVA only encourages such cross-referencing.

The order mandates all mail-in ballots must be received by Election Day to be counted. As pointed out in an earlier article, Nevada has a Constitutional Election Day on “Tuesday next after the first Monday of November,” Article 15 Section 5. Even though NRS 293.26992 tries to work around Election Day, when there is a conflict between the Nevada Constitution and the Nevada Revised Statutes (NRS), the Nevada Constitution is the supreme law of the state.

The Executive Order directs the Election Assistance Commission to require voter-verifiable paper ballots, aligning with HAVA’s goals for secure, auditable elections.

Trump’s executive order did not change the legal requirements of NVRA or HAVA but it promoted transparency to prevent fraud. Executive Order 14248 reflects a sweeping vision of election integrity focused on tighter eligibility controls and enforcement. It leans heavily on enforcing list maintenance (consistent with NVRA and HAVA) and amplifies voter verification, especially around citizenship.

Nevada needs a Secretary of State who will implement and enforce the provisions of this Executive Order in Nevada. I will do exactly that, and that’s why I’m running for Nevada Secretary of State.

Without the right Secretary of State in Nevada, Voter I.D. will not be implemented after we worked so hard to make it a reality. I have firsthand experience against Harry Reid unlike my opponent who served as an apprentice of Harry Reid and the Reid Machine. I know the opponents of Voter I.D. and they know I am serious about making sure Voter ID is actually implemented after the 2026 election.
